Built as a poorhouse and hospital originally upon the project of E. Nazarov, author of a general plan of construction. G. Quarenghi completed the project with more expressive and solemn order compositions after the decision of Sheremetev to commemorate the building to his late wife P. Zhemchugova.
Main building turns to the Garden Ring in the form of a vast arch.
